Echizen Kotaro (played by Hiroshi Tamaki), a manga author and single father with an indecisive personality who is easily influenced by others. After being appointed by the court as a prosecutor and examiner, he was surprisingly selected to be the president of the examination.

A cartoonist and a group of legal laymen began a journey against powerful prosecutors. The first case they faced was the violence against office workers in Shinjuku District.

Daisuke Shigemori, an office worker, encounters Shogo Wakabayashi, a drunk office worker. Wakabayashi attacks Shigemori first. Wakabayashi is injured while Shigemori defends him, and he dies in the hospital.The prosecutor made a decision not to prosecute Shigemori based on the testimony of eyewitness Ryosuke Hase, but Wakabayashi's wife Saori Wakabayashi did not accept such a result, so she filed an application with the Prosecutorial Review Council.

Before meeting the applicant, no one in the review committee participated very much. When summarizing the case, they used an exaggerated reenactment method. It can be said that everyone was careless.But when facing the applicant, everyone is polite and mature. They will pay attention to the details in the applicant's words, such as that she has children, and they will also discuss the case seriously and raise doubts.

The appearance of the applicant not only brought new information to the case, but also biased the audience's emotions. Looking at the wife who lost her husband and the son who lost his father, he couldn't help but feel sad.A person like Kotaro, who is delicate and easy to empathize with others, became more and more involved in the case and began to investigate the suspicious points of the case himself. The legal drama added elements of criminal investigation.

Another important character in this play is lawyer Kondo Ayumi (played by Sakurai Yuki). She was initially dissatisfied with Kotaro's perfunctory attitude towards the review meeting, but like the audience, she quickly realized Kotaro's change.So he will inform Gangtaro of the prosecutor's power and help him.And she seems to have a reason to fight against the prosecutor, so she and Kotaro are even more on the same side.
